The Forum''s first working session / 30/5/2009

Qatar law forum ''s working sessions started on Saturday at the Ritz Carlton Doha under the patronage of H.H. the Emir Sheikh Hamad bin Khalifa al Thani . The Forum''s first working session, held after the inaugural session, was addressed by legal experts, judges and other legal professionals from Qatar and foreign countries who shed light on the forum''s goals, the supremacy of law, globalization and other related topics. H.E. the Prime Minister and Foreign Minister Sheikh Hamad bin Jassim bin Jabor al Thani will officially inaugurate this evening the Forum held under the slogan: "The global commitment to the Rule of Law ". The forum is attended by 300 leading figures in the field of law from over 54 countries along with 400 legal professionals working in the judiciary sector in Qatar. Chairman of Qatar''s Supreme Judiciary Council H.E. Judge Massoud bin Mohamed al-Ameri described the session, held under the slogan: " The Justice on the 21st century: Globalization challenges", as a " Judicial session", referring in this respect to the large number of participating judges and the legal issues it will tackle. H.E. Al-Ameri underlined the significant role of the judiciary in interpreting law rules and revitalizing them in practice. He also highlighted the role of the judiciary as a means of achieving social control through the application of law. He explained that there are three legal systems: the Latin, the Anglo-Saxon and the Islamic Sharia laws which, despite the differences in their mechanisms, share a common goal, namely the provision of justice. As part of their duties, judges are assigned to maintain social peace and, subsequently, provide means of decent human life, Al-Ameri said stressing that the three legal systems are a heritage for the whole humanity which serve its goals in the era of globalization.
A number of participating judges and legal professionals from various world countries gave speeches during the session on a number of challenges facing the world of today such as globalization effects, climate and religious changes and means of facing them to achieve the interests of the generations to come. They said tense situations could be solved by two means, either war or law, referring in this context to the significance of this forum for the discussion of such vital aspects. Participants underlined the need for international adherence to independent legal systems, international agreements, sacrifices and respect and enforcement of law on all levels to face such challenges. They also referred to the need for serious work to ensure the respect of law supremacy which in the meantime to the respect of human rights, stressing that law supremacy is a nonnegotiable issue describing it as a significant part of the war against terrorism. Tackling the issue of corruption, the men of law described it as a ''cancer'' that should be removed due to its serious effect on the supremacy of law, stressing that dialogue and mutual understanding are the clues for the achievement of such supremacy. They also tackled the concept of justice and globalization which means, from their viewpoint, non-separation, border removal and scraping of social, political, economic and behavioural distances among peoples. The legal professionals meanwhile called on world peoples to give the globalization room to flourish as long as it doesn''t contradict the values and ethics of their communities. Deliberations by law men during the session covered judicial systems in their countries, the inevitability of the supremacy of law, justice provision conditions, the need to establish further legal and constitutional institutions on the international level so that required successes would be achieved. Participants thanked the H.H. the Emir, the government and people of Qatar for hosting the forum, praising the development and progress the state of Qatar has been witnessing in all walks of life including the law and judicial sector.
