H.E. the Prosecutor General Dr. Ali bin Fetais Al-Marri chaired the second working session of the Qatar Law Forum, held this afternoon at the Ritz Carlton Doha Hotel under the title " Sharia and Judicial Reform in the Arab World". H.E. the Prosecutor-General explained in remarks he gave during the session that the Islamic Sharia and reform in the Arab world is a branching issue, noting that the Arab world passed through different and varying stages in its legal and judicial structure. The strength or weakness of the judicial organ in any country is governed by the state''s will, Al-Marri said stressing that if any state has opted for becoming a state of law, its judicial system should enjoy full independence vesting in it all the required powers. "Only then can we speak about a fair justice". On the experience of Qatar Al-Marri said the State''s Permanent Constitution was issued. He said upon the directives of H.H. the Emir Sheikh Hamad bin Khalifa Al-Thani authorities have been separated, referring in this respect to Article 129 of the Constitution which reads: "The supremacy of law is the base of rule in the State. The honour of the judiciary, its integrity, and impartiality of judges are a safeguard of rights and liberties." Al-Marri said Qatari Judicial Organ enjoys independence. He added that the law pertaining to the judiciary gave the Qatari Judiciary Organ full independence even in the financial aspect explaining that the judiciary budget is attached to the state''s budget and is not linked to the Prosecutor General''s Office. He referred in this respect to the separation between the Supreme Judicial Council and the Prosecutor General''s Office. That guarantees the judiciary''s full independence, " Dr. Ali bin Fetais Al- Marri said.
